Session Presentation regarding Greer Park South by the Director of
Public Works Chau Vu.
2/12/2026 - A
VERY IMPORTANT PUBLIC MEETING is scheduled for
3-9-26 @ 6pm for the Community &
Library Services Commission Public Study Session at the City Hall
Council Chambers to discuss what needs to be done to finally fix the
issues plaguing Greer Park South. THIS IS A VERY IMPORTANT
MEETING FOR OUR COMMUNITY. This is the meeting our city
government expects to hear comments from the affected citizens in the
Greer Park Neighborhood. They are already aware of the issues
described on our web page:
http://Status.SaveGreerParkSouth.com
Public Works will also present
information on plans and timelines for flooding mitigation which must
be completed before park rehabilitation can begin.
Call
to Action: Please attend and speak your mind
at the Study Session 3-9-26 @ 6pm @ City Hall. You
are allowed to speak directly to the Commissioners for 3 minutes.
It is highly recommended to also put your comments in writing and
email them as described below so they will be recorded as part of the
public record.
The biggest issue at the moment is the
City's DRAFT plan to INCREASE the size and capacity of the lake to
accommodate even MORE FLOOD WATER, and will REDUCE the grass area
used by PEOPLE. Residents need working storm drains, not a larger
flood control basin. Parks are for PEOPLE, not birds and fish. We
must make clear we DO NOT WANT THE LAKE SIZE OR CAPACITY INCREASED!
We want the storm drain pipe sizes increased.
Whether or not you attend the meeting
in person, please email your comments, suggestions, and
recommendations to:
Director of Community & Library
Services Commission Secretary Ashley Wysocki

Please distribute this communication to
all Commissioners and make it available on the dais for the Community
& Library Services Commission meeting on 3-9-26.
Thank you.
1/14/2026 - Our park needs a camera
setup similar to this in order to deter illegal activities including
people feeding the wildlife. Even a fake camera would be
effective. This mobile camera setup was spotted at PCH &
Goldenwest.

12/4/2025 - We
have been informed by the Orange County Sanitation District that
there is a county ordinance which PROHIBITS any storm water
runoff to be discharged into the sewer system. Unfortunately,
that is exactly what the DRAFT
Greer Park South Flood Control Project Preliminary Design Report
is proposing. According to the OC
Sanitation District,
the HB Public Works Draft Plan to pump storm water runoff
into the sewer system is a non-starter and will NOT be permitted.
HB's proposed plan to pump storm water runoff into the
sewer system can be found on pages 37 & 39 of the DRAFT
Greer Park South Flood Control Project Preliminary Design Report.
11/21/2025 - 7am. The City
escaped a flooding catastrophe by the slimiest of margins. If the
City had not pumped the lake down as low as it did before the
rainstorm, or if it had rained hard for another 30 minutes, homes
would have surely been flooded. The City brought in a second
auxiliary pump to the park in the morning but they got stuck in the
mud while trying to deploy it, preventing it from being set up until later on in the day.
The second pump effort caused damage to a tree, damaged the McFadden
retaining wall & wall cap & made deep vehicle tracks in the turf, all
requiring repairs. The severely undersized 8" clay storm drain
pipes at Dawson Lane & Red Coach Drive are not functioning
because the pipes have collapsed long ago and have not been repaired
or replaced.
11/20/2025 - 11pm. Heavy rains
have flooded the lake to maximum capacity in just a few hours. The
lake pump could not keep up with the rush of incoming water. The pump
house was approximately 2.5 feet underwater but still running.
A prepositioned auxiliary pump was never even turned on until
daybreak. A second pump was brought to the park in the morning but
got stuck in the mud preventing it from being used.
11/18/2025 – At tonight's HB City
Council meeting, the Council Members unanimously voted to approve
(agenda item #13, 25-872: Approve the City of Huntington Beach 2025
Parks and Recreation Master Plan Update) allocating $21,450,000 over
a 6+ year period to make Capital Improvement (mostly cosmetic) at 26
different parks and facilities. Zero dollars have been allocated to
fixing the ongoing flooding issues at Greer Park South despite the
City acknowledging that Greer Park South is the greatest threat of
flooding in all of Huntington Beach since at least 2018 according to
the Cities own evaluation report. Additionally, THE CITY HAS NOT
SPENT ANY MONEY FOR CAPITAL IMPROVEMENTS AT GREER PARK SOUTH FOR AT
LEAST 5 YEARS ALREADY!!! This means THE CITY HAS NO PLANS TO UPGRADE
OUR HAZARDOUS FLOODING CONDITIONS FOR OVER 12 YEARS. THIS IS
MALFEANCE BY OUR ELECTED CITY COUNCIL REPRESENTITIVES & THE CITY
MANAGER!!! Public Safety should be the #1 concern for public
officials. The City is actively ignoring our ongoing flooding
conditions. These conditions were CAUSED BY POOR ENGINEERING OF THE
PARK WHEN IT WAS FIRST CREATED. The City has admitted the 8”
vitrified clay storm drain pipes were undersized upon installation
and have since collapsed and are non-functioning. The City has
admitted the lake pump is not adequate. The City repeatedly states
that it cannot do anything because the grant money they were relying
on for funding is no longer available. This is a poor excuse. THE
CITY IS RESPONSIBLE FOR PROTECTING RESIDENTS FOR KNOWN FLOODING
CONDITIONS, CAUSED BY POOR CITY ENGINEERING AND MAINTIENCE. THE CITY
WILL BE HELD LIABLE FOR ALL DAMAGES CAUSED BY THE NEXT FLOOD WHEN
PROPERTY IS DAMAGED. The City has park money available to fix this
life threatening situation, but has chosen to instead spend our tax
dollars to make 26 other parks prettier, while our lives and property
remain at risk of catastrophic flooding every time is rains.

11/15/2025 - This is what the corner of
Dawson Lane & Red Coach Drive looks like during a TYPICAL light
rain storm.
11/12/2025 - The lake continues to
routinely overflow its banks during dry weather. The City brought in
a supplemental water pump to maintain lake water elevations at safe
levels before a foretasted rain storm. This is no way to
professionally maintain our lake levels. Residents require the water
elevation sensor to control the lake water outflow pump instead of
just a timer, be installed ASAP. Water is once again flowing &
pooling near the same irrigation valves previously identified,
causing muddy messes.
10/14/2025 - The lake has been
routinely overflowing its banks just about every weekend during the DRY
season. All overflow events have NOT been documented here as this is a volunteer effort.

9/28/2025 - The City has ordered a
water elevation sensor to automatically
turn the lake
draining pump on & off as determined by the lake water elevation instead of
just a timer. Soon it will be installed and the dry season
lake flooding days will be over. This in turn will
give the grass half a chance to survive. A big THANK YOU to the
HB's leadership & staff for taking action to mitigate our
community's lake flooding hazard!
9/28/2025 - The
lake has flooded once again.
This is now a weekly event in the neighborhood. Why can't
the City control the lake level? It is a BASIC responsibility of
government right? This is the DRY SEASON and the lake level is
not controllable. We need our City Council to take action on
behalf of the community. Without clear direction from the City
Council, staff continues to do nothing. The City has not allocated any money for Greer Park South for a very long time.
The City should be including our needed park improvements into
the next years budget. The City is reportedly "upgrading the
pump". The pump seems to be working just fine. What is needed is
a lake elevation sensor (float switch) to turn the pump on and off in
place of the timer that currently turns the pump on and off.
9/23/2025 - The
lake has flooded yet again. The demonstrated inability
of the City of HB to control the lake level, even during the dry
season, is a MAJOR concern for the community. We need our City
Council Members to take notice & take emergency corrective action
now BEFORE the winter rains arrive. The City has not allocated any money for Greer Park South for a very long time. The City should be including our needed park improvements into the next years budget.
9/7/2025 - The lake
has flooded once again. After 6 months of failed attempts, city
staff have demonstrated they are unable to prevent lake
flooding DURING THE DRY SUMMER MONTHS. This is because
the lake pump is turned on and off using a TIMER instead of a water
elevation sensor (float switch). The TIMER has no relationship
to the water level in the lake. This is easily fixable but the
city has not taken the corrective action necessary to mitigate the
hazardous flooding condition. If the lake level cannot be
maintained during the dry summer months, how will the city defend its
lack of action when homes are flooded once again in the rainy season.
The city is liable because it has long known about this
flooding hazard and has done nothing to CORRECT the issue.
SaveGreerParkSouth recommends the MAYOR agendize this ongoing
flooding issue so council can provide clear direction to staff on how
to proceed. An alternative action is for Council to establish
a lake level policy for staff to follow. It has become obvious
to residents that without clear direction from council or a new
lake level policy, no change from staff will occur. Doing
nothing is UNACCEPTABLE.
The last picture is of a volunteer removing algae blooms from
the lake that the taxpayer funded vendor failed to remove on 8/29/2025.

8/29/2025 - Lake sprayed with an anti-algae agent. Algae bloom at
the NW end of the lake was removed with a pool skimmer. Yay!
However, algae blooms remain elsewhere in the lake.

8/13/2025 - Large Algae Bloom created by great piles of grass clippings
being blown by the wind into the lake and homeowners back
yards & pools.
