Dear HB City Council members:
On November 20 & 21, 2025 our community narrowly escaped yet another rainwater flood catastrophe.
Had the city not lowered the lake level prior to the storm, or if it had rained hard for another 15 minutes, our homes would have surely flooded.
The city has known about this situation since at least 2018 yet construction to fix it is not anticipated to begin until at least December of 2027.
The current DRAFT solution to address flooding is to increase the perimeter and capacity of the City created flood control basin disguised as a duck pond at Greer Park South.
This is not acceptable.
We want the undersized & collapsed storm drain infrastructure to be modernized with greatly increased capacity reducing our constant flood risk.
We DO NOT want the flood control basin disguised as a duck pond increased in any way but deeper, without raising the current elevation of the top of the water containment wall.
We want MORE GRASS areas that can be used by “we the PEOPLE” and LESS duck pond used by nuisance wild creatures that do not pay taxes. Less lake will result in less nuisance birds, reducing the overwhelming feces issue. Parks make life better... for PEOPLE.
No capital improvement dollars have been spent at Greer Park South in over 10 years.
On 11-18 2025 the City Council approved the Parks & Recreation Master Plan Update. The exhibit 4.6-1 on page 86 identifies $21,450,000 is needed for 26 park improvement projects for the next 6+ years. Once again, Greer Park South has not been recognized as needing any..
We are thankful the City leadership has acknologed our issues and is adendizing a public study session on March 8 to aquire public input.
Please support all efforts to quickly cause our undersized storm drain infrastructure to be agendized, approved, and compleated so some long overdue park improvements can begin.
PLEASE save our homes from flooding.
Thank you for your service and prompt action to cure our constant threat of a flooding disaster every time it rains.
Respectfully,
Joe Citizen
